Largest Public Infrastructure Investment Since Hsinchu City and County Separation, Mayor Seek $27.5 Billion Funding

In order to stimulate economy, Central Government Executive Yuan proposed a 4 year $1 trillion "Forward-looking Infrastructure Development Program", Mayor Lin Chih-chien stated today (15), he has already proposed "Great Train Station", "Great Hsinchu Light Rail Network", Hsinchu City Baseball Stadium Demolishment and Reconstruction", "International Exhibition Center and Hakka Hall" and "Hsinchu City Fisherman's Port" five major projects, with a total funding of $27.5 Billion which has received the initial support by the Minister of State, Zhang Jingsen.
 
Mayor Lin highlighted, based on the long term city governance of Hsinchu City, he proposed the above five major infrastructure construction needs, if successfully attained the funding, it will be the "largest public infrastructure investment" since the governance separation of Hsinchu City and Hsinchu County in 1982.
 
The Mayor pointed out, Hsinchu City has "the highest education level, the highest birth-rate, the highest income and the youngest average age" population structure, it is also the base for many high-tech corporations, furthermore, it was voted as the "most blessed city" last year, however, being the central city of the 1.5 million population between Hsinchu City, County and Miaoli, the city severely lacks public infrastructure.
 
Hence, regarding transportation, Mayor Lin proposed a "Great Train Station" and "Great Hsinchu Light Rail Network" projects. The "Great Train Station" will follow by the example of Japan's Shinagawa Station, listing a budget of $5 billion constructing a "Cross Station Platform", under the circumstance of without effecting the station and track location, using this method to replace a costly "three-dimensional railway"(underground or elevation). The Mayor Stated, upon completion, the platform can introduce leisure, shopping and many other business activities, not only stitching together the development of front and rear station, making use of the state-owned land of the rear station, it can also connect the rail and bus networks, achieving "seamless transfer, also business and transportation integration".
 
Furthermore, in order to relieve the congestive traffic in the Great Hsinchu area, Mayor Lin has asked professional transportation experts for advice, proposed a "Great Hsinchu Light Rail Network" project, advocating connecting places with light rail including: HSR Special District, Hsinchu Science Park, Hsinchu Old Town Area, and Zhubei Living Circle four main core districts, easing the congestion, a funding of $20 million is required for the track that passes Hsinchu City. The Mayor raised the example of Germany, France, and Singapore, highlighting the maturity of light rail technology, diverse vehicles types, with a key focus on "route planning"; proposed routing will be mainly passing through densely populated areas. He highlighted "the face of Hsinchu City will change a lot with light rail; Hsinchu City's transportation nightmare will be gone because of the light rail system".
 
Moreover, Mayor Lin stated, the Hsinchu City Baseball Stadium has been used over 40 years, considering the insufficiency of city-owned land, with city planning and the difficulty in adjusting other land for a new stadium, a decision was made to list a budget of $500 million to demolish and rebuild, including the renewal of the inner field and the spectator stand, constructing new outer field screens, adjusting lighting posts and a refurbishment of the outer field spectator stand and parking tower.
 
The rebuilt Hsinchu City Baseball Stadium will not only be used as a venue for international competitions, the City Government will also actively seek CPBL (Chinese Professional Baseball League) teams to use as homebased, becoming the sports center for Great Hsinchu and Miaoli, fusing city specialties and tourist attractions, marketing Hsinchu City attractions and people, magnifying city tourism.
 
The "International Exhibition Center and Hakka Hall" project will be a multifunctional infrastructure housing 3000-5000, the "Hsinchu City Fisherman's Port" project will better the image of the port, creating a unique direct sales center, improving Nanliao community, constructing Tao, Chu, Miao ocean side tourism core district.
