The Intelligent Community Forum (ICF) and the Ministry of Economic Affairs Accelerating Mobile Broadband Service and Industry Development Committee cooperated to setup “ICF Taiwan”; the establishiment ceremony was hosted on February 2, with Hsinchu City being invited as a "Representative of International Smart City". Mayor Lin Chih-chien supports the Central Government's Smart City Implementing Policy, and wishes for closer a cooperation and communication with international cities in the future.

"ICF Taiwan" was setup by the international organization ICF, Ministry of Economic Affairs Accelerating Mobile Broadband Service and Industry Development Committee; an establishment ceremony was hosted in the morning aiming to build Taiwanese Smart Cities, while assisting the expansion and development of innovative knowledge of global Smart Cities. Hsinchu City Government Department of General Affairs Director Huang Tsai-ti represented the Mayor to participate in the ceremony.

The Mayor stated the city carries "Three High One Low" unique DNA of high income, high education level, high birth-rate, and low average age; with the characteristics of being small and beautiful, Hsinchu City will be the excellent choice for the demonstration of a Smart City. Starting from the public's needs, the City Government will actively cooperate with different members from the public while being willingly to communicate with international cities, building a better environment for the public.

Director Huang Tsai-ti stated, the City Government actively promotes Smart City projects; Hsinchu City was selected as the one of the "Global Top 7 Smart Cities" by the ICF.  Since Mayor Lin took office, he personally served as the convener of the "Smart City Promoting Team", leading Smart City policies and developments of Hsinchu City, fulfilling the publics' needs, solving problems, also providing better standards of living.
